It is learned that on October 13, Cai Jieming, Permanent Secretary for Innovation, Technology and Industry of Hong Kong, attended and delivered a speech at the luncheon of the "Rooted in Hong Kong, Integrating the Future" — Enterprises Going Global and Financial Empowerment Summit. Cai Jieming stated that Hong Kong is actively leveraging its unique advantages of being backed by the motherland and connected to the world, serving as a "super connector" and "super value-adder," assisting enterprises in connecting the mainland with global markets, aligning with international resources, and exploring more development opportunities. Cai Jieming pointed out that this summit, relying on the Hong Kong Autumn Electronics Fair, established a new themed exhibition area called the "Future Industry Pavilion," and introduced internationally authoritative landmark events, demonstrating the cohesion of Hong Kong's electronics and information technology sectors and fully showcasing Hong Kong's unique advantages as an international exhibition and advanced manufacturing resource linkage hub.
Cai Jieming stated that this year, the national "15th Five-Year Plan" has made important deployments, and the SAR government has also released its first "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030)," proactively aligning with national development strategies. The "First Five-Year Plan for Hong Kong" proposes promoting deep integration of technology and industry, driving the development of emerging and future industries, and accelerating the building of an international innovation and technology center.
Cai Jieming pointed out that advancing new industrialization is an important direction for Hong Kong's development of innovation and technology industries. The SAR government is actively building a new industrialization industry development system with Hong Kong characteristics, strengthening collaborative innovation among industry, academia, and research, promoting the transformation of scientific research outcomes and industrial application, and supporting the development of strategic emerging industries such as Artificial Intelligence, microelectronics, life and health technology, and advanced manufacturing. To continuously improve Hong Kong's innovation and technology ecosystem, Cai Jieming stated that the government, with the "three major innovation and technology parks and five major research institutions" as the core, is promoting coordinated development of research, talent, and industry, supporting enterprises' needs at different stages from technology R&D and validation testing to product commercialization. At the same time, the government is actively preparing to establish the first national manufacturing innovation center in Hong Kong, led and operated by the Hong Kong Microelectronics Research Institute, to promote upstream and downstream cooperation in the microelectronics industry chain. In addition, the United Nations Industrial Development Organization will also establish its first Global Advanced Manufacturing Excellence Center in the Asia-Pacific region in Hong Kong, which will further enhance Hong Kong's influence in the international advanced manufacturing field and promote international technical exchange and industrial cooperation.
Cai Jieming stated that for enterprises intending to expand into overseas markets, Hong Kong can play an important role in connecting the mainland with the world. Through the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Hong Kong can combine its own internationalization advantages with the mainland's complete industrial chain, promote coordinated development across different stages such as R&D, manufacturing, and market expansion, help enterprises integrate resources more effectively, and seize opportunities in both domestic and international markets. Cai Jieming emphasized that to assist enterprises in going global and industrial upgrading, the SAR government will continue to play the role of guide and service provider, continuously optimizing the new industrialization ecosystem, and providing solid policy and infrastructure support for technology enterprises hoping to "go global." He looks forward to maintaining close cooperation with all sectors of "government, industry, academia, research, and investment" to jointly promote deep integration of innovation and technology with industry, injecting new momentum into Hong Kong's high-quality economic development.
