Recently, the Comprehensive Administrative Law Enforcement Team of Caojiaodu Subdistrict relied on the comprehensive grid district governance system to properly resolve a noise disturbance issue caused by air conditioning outdoor units from a street-facing shop. In their work, the enforcement team joined forces with multiple parties and followed a path of "careful inspection, flexible handling, and closed-loop rectification," effectively resolving the commercial-residential conflict and earning recognition from both merchants and residents.
Grid Patrol Detects Problem Early, Identifies Noise Source
Caojiaodu Subdistrict adheres to Party-building leadership in comprehensive grid construction, integrating forces to advance grid-based and refined governance. In district governance work, they combine regular visits by Party organizations with routine patrols by district grid forces to form a governance synergy. During the operation, the district Party organization secretary led visits, with Party member grid workers as the backbone, dividing areas and assigning responsibilities to individuals, conducting patrols of buildings, courtyards, street-facing shops, and public areas within their jurisdiction. They focused on investigating issues that could trigger neighborhood conflicts, such as noise, sewage discharge, and business disturbances, while also visiting relevant business operators to understand their practical operational difficulties and provide support and assistance where possible. This noise disturbance issue was discovered precisely during district Party organization visits and coordinated grid worker patrols. "The buzzing sound feels like it's right next to your ear—you simply can't sleep at night," one resident reported to the patrol staff. Upon receiving the report, the district Party branch secretary, who also serves as an urban management grid worker, immediately joined enforcement personnel from the subdistrict's Comprehensive Administrative Law Enforcement Team to verify the situation on-site and visit the merchant involved. The merchant in question is a cake-making shop on the ground floor of a residential building, which had installed two high-power refrigeration air conditioning outdoor units in an enclosed courtyard formed by the surrounding residential buildings. The units operated day and night, producing low-frequency noise that affected the normal rest of residents on the first and second floors.
Flexible Enforcement with Warmth, Not Simply Punishing
Investigation revealed that the shop is located on the ground floor of a residential building, and due to objective constraints, the air conditioning outdoor units had always been installed in the courtyard of the residential complex. Recently, the merchant changed business operations and, due to the needs of cake processing and ingredient preservation, installed higher-power air conditioning outdoor units, unaware that this would affect residents' rest and trigger complaints. After understanding the situation, enforcement personnel and subdistrict grid officials, on one hand, explained laws and regulations to the merchant regarding noise pollution prevention, neighborly relations, and compliant installation of outdoor equipment, pointing out that their actions were suspected of "installing air conditioning equipment in violation of relative installation distance regulations without obtaining consent from the counterparty," which posed legal risks. On the other hand, they listened to the merchant's actual operational difficulties and demands, promoting communication between both parties to prevent the conflict from escalating. "We must protect residents' rest while also considering the merchant's business operations," enforcement personnel stated. They emphasized that adhering to law popularization first and mediation priority during the handling process, rather than simply imposing penalties, is a concrete manifestation of implementing the requirements of Party-building-led grassroots governance.
Professional Support Formulates Solution, Joint Efforts Eliminate Root Cause
To balance the merchant's operational needs with residents' residential rights, enforcement personnel, together with the district Party branch secretary, coordinated professional forces including engineering rectification specialists. Combining on-site environmental conditions, industry standards, and the demands of both parties, they formulated an optimized rectification plan and assisted the merchant in clarifying rectification standards, content, and deadlines. Through multi-party coordination, the merchant recently adjusted their business operations, optimized the layout of in-store refrigeration equipment, hired professionals to dismantle the two high-power air conditioning outdoor units in the courtyard, and cleaned up debris in the courtyard.
Closed-Loop Rectification with Follow-Up to Prevent Recurrence
Enforcement personnel conducted multiple follow-up inspections, confirming that the noise disturbance issue had not recurred, the surrounding residents' rest environment had significantly improved, and residents expressed satisfaction with the rectification results. The merchant also took the initiative to visit residents and communicate about the situation, and the commercial-residential conflict was resolved. Through this experience, the merchant placed greater importance on air conditioning installation standards and noise reduction requirements, proactively communicating with enforcement personnel and stating that if they adjust their business operations in the future, they will make arrangements in advance to avoid triggering another commercial-residential conflict. Next, the Comprehensive Administrative Law Enforcement Team of Caojiaodu Subdistrict will adhere to integrating reason, emotion, and law, deepening refined grassroots governance, focusing on high-frequency livelihood issues such as ground-floor shop disturbances and commercial-residential disputes. Relying on grid patrols and resident feedback, they will implement work mechanisms including full-area patrols, immediate response to complaints, law popularization in advance, flexible mediation, and closed-loop rectification, safeguarding a business-friendly and livable environment and continuously enhancing the public's sense of gain, happiness, and security.
